It needs a clear purpose, useful questions and a process that helps people contribute. It also needs a disciplined way to capture what emerges.

Building a shared picture of EUDR readiness
New European Union requirements for deforestation-free products created different questions for government, businesses and producers across the supply chains affected.
The European Union Delegation to Lao PDR asked Katalyst to help design and facilitate consultations with government and business stakeholders, alongside sector discussions covering coffee, rubber, timber and cattle.
The process brought regulatory, institutional and commercial perspectives together. Participants examined the practical implications of EUDR, current readiness, enabling conditions, support needs and recommendations—building a clearer picture of what preparation would require across both government and industry.

Turning e-commerce challenges into practical support
When COVID made the planned in-person E-Commerce Solutions Forum impossible, The Asia Foundation and Katalyst reshaped the work as a connected consultation process.
Online interviews and sector discussions brought Lao MSMEs together with logistics, technology and payment providers, business associations and development partners. Smaller solution groups then worked through recurring challenges and developed five proposed scopes of work.
When meeting in person became possible, participants came together to review and finalize the solutions. The process then led into mentoring, Lao-language learning resources and research on digital payments—moving from consultation toward practical support.

Supporting an ASEAN-level policy dialogue on higher education
The ASEAN Policy Forum on Higher Education 2024 brought more than 140 senior officials and higher-education representatives together in Vientiane.
Co-organized by the Ministry of Education and Sports of Lao PDR and EU–ASEAN SCOPE-HE, with support from UNESCO, the two-day forum created space for regional policy discussion and exchange.
Working within the program developed by the organizers, Katalyst coordinated and moderated the forum. Our team provided speaker coordination, MC and moderation, simultaneous interpretation, rapporteurs, media support and reporting—supporting both the discussion and a clear record of what emerged.

Connecting seven consultations around one mission
Preparing for an augmentation and extension mission required GIZ ProFEB to examine five technical outputs while building a comparable picture across the wider program.
Katalyst is supporting a connected seven-part process linking output-level reflection, mission-team validation and wider stakeholder consultation.
We co-designed five output consultations with the relevant team leads and developed canvases to examine progress, stakeholders, gaps, opportunities, targets and indicators across Forest Policy, Biodiversity Conservation, Education, Forest Landscape Restoration and Value Chains.
A common structure allows insights to be compared and consolidated while leaving space for the technical differences between outputs. Findings from the five consultations feed into the mission-team and wider stakeholder discussions that follow.
